With the new update came new government reforms. One of these reforms is a tier 4 one called 'Centralized Monarchial Bureacracy', one of the effects of this reform is refunding centralising states. This makes GC a non-existent issue until they rebalance it at a later date, as you can turn an entire State to 1% GC floor in 10/20 years for provinces with Territorial/Full cores.
